The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with YSI, INC 1725 Brannum LN Yellow Springs, Ohio 45387, as the only responsible source that can provide preventive maintenance and repair services for YSI Laboratory Equipment. This is a Presolicitation notice in accordance with RFO 5.101. The information provided by YSI INC is the only source that provides DHACA with preventive maintenance and repair services for YSI Laboratory Equipment used at the Defense Centers for Public Health (DCPH) to support the mission of DCPH - Aberdeen (DCPH-A) Laboratory (LAB). These instruments are highly complex optimized instruments to test animal tissue samples for pathological evaluation. The DCPH-A, Laboratory Sciences (LS) Directorate equipment maintenance services for YSI instruments ensure they are kept operable in accordance with manufacturer specifications and that the instruments perform in accordance with DCPH-A quality performance standards. These instruments require Original Equipment Manufacturer (OEM) trained service technicians with demonstrated technical competence. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811210 with a Small Business Size Standard of $34,000,000. This presolicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable subscription can be provided by YSI INC . Work Details The contractor will be responsible for the following tasks: 1) Present a driver’s license or equivalent to sign the visitor log and obtain an 'Escort Only' badge; 2) Review LIDS 602 upon arrival to confirm approved work planned and completed prior to departure; 3) Await an escort in the reception area before entering the laboratory space and remain with an escort while on the premises; 4) Perform one annual Preventive Maintenance (PM) service on each piece of equipment identified in this order, coordinated with the Contracting Officer Representative (COR); 5) Respond to COR service requests within four hours for emergencies or within one to two business days for standard repairs; 6) Provide same-day verbal notification and a written summary of unresolved performance issues noted during site visits within five business days; 7) Provide a written Field Service Report (FSR) for each piece of equipment serviced. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services will be performed at the Defense Centers for Public Health (DCPH), specifically at the Aberdeen Laboratory (DCPH-A).
