Background The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) is seeking Icing Wind Tunnel services to assist with certifying an instrument mounted on a NOAA aircraft. OMAO operates and manages aircraft for NOAA programs to collect critical airborne environmental observations essential for meeting NOAA's airborne requirements. The aircraft are utilized globally to support NOAA's mission of environmental assessment, prediction, and stewardship. Work Details The contractor will provide Icing Wind Tunnel (IWT) services and ancillary engineering support to characterize ice accretion and shedding on a Trace Gas Inlet (TGI) pylon installed on a Gulfstream 550 (G550) aircraft. The work includes: conducting tests to determine potential ice accretion and shed; simulating various icing conditions; providing power for heaters during testing; running tests first without heating to establish an accretion baseline, followed by tests with heaters cycled to simulate de-icing and anti-icing scenarios; varying parameters such as calibrated air speed, altitude, ambient temperature, droplet size, and liquid water content during testing; ensuring the capability to test at specified altitudes or simulating them through parameter variation. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed at the contractor's Icing Wind Tunnel facility capable of simulating the required conditions. Bidder Requirements Bidders must demonstrate capabilities in providing Icing Wind Tunnel testing services, including experience with similar projects. They should provide a company profile including their Unique Entity Identifier (UEI), GSA Federal Supply Schedules, small business status, and points of contact. Additionally, bidders must outline their ability to meet the requirements specified in the RFI and provide a statement or schedule of facility availability within one year.
