Background The U.S. Army Corps of Engineers is issuing this solicitation for a Blanket Purchase Agreement (BPA) to provide maintenance services for locks and control structures. The goal is to ensure the safe, reliable, and efficient operation of Flood Risk Management and Navigation Structures across the New Orleans District. This BPA is a 100% HUBZone Set-Aside, with the intent to award a single BPA from which future calls may be placed. Work Details The contractor will provide labor, materials, and equipment necessary for repair and replacement services in various trades including: - Plumbing (installation, maintenance, and repair of water/waste systems) - HVAC (heating, ventilation, air conditioning systems) - Electrical (wiring, panels) - PLC (Programmable Logic Control systems) - Machinist/Welder (metal fabrication) - Generator Mechanic (power generation systems) - Pump Mechanic (inspection and maintenance of pump systems) - Hydraulic Mechanic (diagnosis and repair of hydraulic systems) - Marine Mechanic (maintenance of marine engines) - Mobile-Wheel Mechanic (heavy equipment maintenance) - Telecommunications (low-voltage communications infrastructure) - Arborist Services (tree care and management). Exclusions include preventative maintenance, installation of new systems not due to failure, design services, hazardous material abatement, and reverse engineering of proprietary PLC code. Period of Performance The period of performance for this BPA is from July 1, 2026 to June 30, 2028 or until the total aggregate BPA Call amount reaches $363,981.40 USD. Place of Performance Services will be performed at various locations including Bayou Control Structure in Abbeville, LA and Venice Sub-Office in Venice, LA. Boat transportation is required for some locations. Bidder Requirements Bidders must meet the following requirements: HUBZone Set-Aside status; possess relevant contractor or trade licenses; provide bid/payment/performance bonds; have insurance; demonstrate experience thresholds; ensure all personnel have at least three years of experience in their respective fields; possess necessary tools and service equipment as per OEM standards; provide service vehicles capable of transporting mechanics and equipment.

However the Government reserves the right to issue more than one BPA if determend to be in the Government's interest. A Master BPA will be awarded to a responsible contractor whose offer comforms to All requrements of the solicitation and has the lowest reasonable price.
