Summary (Newest Update)

Background The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey to identify vendors capable of providing Polymerase Chain Reaction (PCR) molecular virology testing. This Request for Information (RFI) is issued solely for market research and planning purposes and does not constitute a solicitation. The goal is to gather information on potential solutions and capabilities from interested contractors. Work Details The contractor shall provide PCR molecular virology testing services on a Cost Per Test (CPT), Cost Per Reportable Result (CPRR), or Cost Per Kit (CPK) basis. Pricing must be fully inclusive, covering all necessary equipment, maintenance, software/hardware upgrades, workstations, servers, training, quality control, reagents, standards, controls, consumables, disposables, accessories, UPS, and any other items required to operate contractor-owned automated molecular virology instruments. The contractor is required to provide one analyzer capable of performing the following In-Vitro Diagnostic (IVD) PCR tests with minimal hands-on time: Hepatitis C Virus (HCV), Human Immunodeficiency Virus (HIV), Hepatitis B Virus (HBV), Human Papilloma Virus (HPV), Chlamydia Trachomatis/Neisseria Gonorrhoeae (CT/NG), and Trichomoniasis Vaginalis/Mycoplasma Genitalium (TV/MG). Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Department of Veterans Affairs Oklahoma City VA Healthcare System located at 921 NE 13th Street, Oklahoma City, OK 73104. Bidder Requirements Interested contractors must submit a Capabilities/Qualifications Statement that includes an overview of proposed solutions and product descriptions. They should also indicate their business size status and whether they hold any FSS/GSA contracts. Additionally, bidders must comply with the Buy American Act and provide information regarding domestic versus foreign end products. Small businesses must adhere to limitations on subcontracting as per RFO 52.219-14. Incumbent Analysis (see Incumbents section for more detail) The opportunity appears to have a confirmed incumbent based on prior Roche Diagnostics Corporation awards for automated molecular virology testing at the Oklahoma City VA Medical Center (OKCVAMC), including a cost-per-kit funded effort (award value $1,368,372) covering overlapping 2025–2026 periods. The prior work is described as automated molecular virology testing and cost-per-kit PCR services, which aligns with the current RFI’s requirement for contractor-owned automated PCR molecular virology testing across multiple IVD targets (e.g., HIV, HCV, HBV, HPV, CT/NG, TV/MG) on a CPT/CPRR/CPK basis.
