No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this sources sought is strictly voluntary. This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. Additionally, this sources sought is being used to gather constructive information from industry to improve the Request For Proposal (RFP). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14 Limitation on Subcontracting requires a small business prime on a Set-Aside to perform at least 50% of the cost of contract performance. Small business primes may now count first tier subcontracted work performed by similarly situated entities as if it were performed by the prime itself. To assist in market research and determination of any applicable small business set-aside for this effort, small businesses interested in priming this effort and planning to use similarly situated entities to meet the Limitations on Subcontracting, are requested to identify the name & CAGE Code of the specific firm(s) intending to partner/subcontract with to meet the stated requirements, as well as their small business size status under the NAICS that as the prime, you would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought Notice (SSN) to assist the Government's capability determination Please see attachment for salient characteristics and requirements.

Background The KC-135 Program Office is conducting market research to identify potential vendors capable of providing a digitally controlled Very High Frequency (VHF) Communications Transceiver and VHF Data Radio (VDR). This equipment is intended for both commercial and military aviation environments. The purpose of this sources sought notice is to gather information from industry to improve the Request For Proposal (RFP) and determine if any Small Business Set-Aside opportunities exist. Businesses of all sizes are encouraged to respond, and small businesses must clearly identify their size in their capabilities statement. Work Details The contract involves providing a civil-certified VHF transceiver designed for aviation use. The salient physical characteristics include: - Height: 3.44 inches (87.4 mm) max - Width: 2.50 inches (63.5 mm) - Depth (Length): 14.12 inches (358.47 mm) - Weight: Approximately 3.5 to 4.0 lbs (1.6 kg to 1.8 kg) Mandatory minimum functional characteristics include: - Frequency Range: Extended frequency range covering 118.000 MHz to 152.000 MHz - Channel Spacing: Digitally selectable 25 kHz and 8.33 kHz channel spacing - RF Output Power: Minimum output power of 18 watts with up to 25 watts transmitter capability - Data-Link Operation: Supports VDL Mode A, Mode 2, and CPDLC applications The radio must perform Built-In Test (BIT) and provide BIT results to the flight deck. Compatibility requirements include: - Power Requirements: 28 VDC aircraft power - Tuning Buses: ARINC 429 high-speed Input/Output bus and Commercial Standard Digital Bus tuning - CMU/FMS Integration: Must support legacy VDL Mode 2, CPDLC, ADS-C, ATIS, and ACARS applications with an ARINC 750 data interface compatible with onboard CMU units.
