Summary (Newest Update)

Background This solicitation is issued directly to Lotus USA Inc (CAGE code 771V6) for the procurement of cameras as authorized under the authority at RFO 12.102(a). The Government's mission is to acquire four cameras that meet specific technical specifications for use at Arnold Air Force Base in Tennessee. Work Details The Government requires a total of four (4) Laser Photographic System Replacement - LPS Cameras. The cameras must meet the specifications outlined in Attachment 1 – Technical Specification Sheet. The pricing arrangement for this contract is firm fixed price. The item details are as follows: - Item Number: 0001 - Description: Laser Photographic System Replacement - LPS Camera - Quantity: 4 - Unit: Each - Product Service Code: 6760 Period of Performance Delivery is required no later than 3 weeks after receipt of order. Place of Performance The cameras will be delivered to Arnold Air Force Base located in Tennessee. Bidder Requirements Bidders must comply with the requirement that no service or product provided can involve Class I Ozone Depleting Substances (ODS). This includes avoiding any specifications or standards that require such substances for testing, operation, or maintenance. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for scientific cameras, with Tibidabo Scientific Industries (USA) as the awardee under FA910124PB036 valued at $691,620 (04/29/24–04/05/25). The prior award description indicates “scientific cameras” procured in accordance with an Attachment 1 technical specification sheet, which suggests the same or similar camera requirements and specification-driven procurement approach. Given the current requirement is also for four cameras meeting Attachment 1 technical specifications, the work appears to be a continuation of the same type of camera acquisition.
