The Contractor shall furnish all labor, equipment, materials, tools and supplies, except as otherwise provided for herein, required to perform clearing and marking of surveyed boundary lines of Government property surrounding Beaver Lake. The contractor is required to identify and document any trespass and encroachment activities found on Government property as service is performed. Information on trespasses and encroachments found are reported on weekly reports. The Government shall have work performed by the contractor through the issue of delivery orders. The Government shall provide a Scope of Work (SOW) to the Contractor. The Scope of Work will list locations and the work requirements that need to be performed by the Contractor utilizing the firm fixed priced CLINs in the contract. After the Government determines the work to be performed, the Contracting Officer shall issue a Delivery order for the firm fixed price amount and send the document to the Contractor. No work shall be performed on the requirement prior to the Contractor receiving this document. Please see attached Sources Sought for additional information.

The purpose of this project is to maintain and manage the boundary lines of government property surrounding Beaver Lake, which serves multiple purposes including power generation, flood control, and municipal water supply. Work Details The contractor shall furnish all labor, equipment, materials, tools, and supplies necessary for the following tasks: clearing and marking surveyed boundary lines of government property around Beaver Lake; identifying and documenting any trespass and encroachment activities found during service; reporting findings on a weekly basis; performing work as directed through delivery orders issued by the government; and adhering to a Scope of Work (SOW) that will specify locations and requirements for the tasks. General tasks include but are not limited to: clearing boundary lines, locating and marking monuments, painting boundary lines, locating and marking witness trees, setting monument posts, installing or replacing property boundary placards, setting marker posts at road crossings, and trash disposal. Period of Performance The estimated duration of this project is one base year with four option year periods. The base year may be shorter than one year depending on the date of award. Place of Performance The work will be performed at the Beaver Lake Project located in Northwest Arkansas, specifically in Benton, Washington, and Carroll Counties. Bidder Requirements Bidders must be classified as a Service Disabled Veteran Owned Small Business (SDVOSB). Additionally, vendors must possess an active state accredited professional license as a Registered Forester, Professional Surveyor, Professional Arborist or Professional Horticulturist. Incumbent Analysis (see Incumbents section for more detail) The prior contract history for the Beaver Lake Project indicates an incumbent-like performance pattern, including IDIQ tree maintenance task order work under W9127S26DA001–W9127S26FA043 awarded to Dermatology & Allergy Specialists Of Olympia for $41,510 (03/02/26–01/31/27). The current IDIQ Boundary Maintenance Beaver Lake Project similarly focuses on maintaining surveyed boundary lines around Beaver Lake and includes clearing/marking and documenting trespass/encroachment findings, which appears to align with the boundary-related maintenance scope used in the prior Beaver Lake task order.
