Background The solicitation FA251726Q0012 is issued by the 21st Communications Squadron for Local Telecommunication Services (LTS) at Space Base Delta 1 (SBD1) and Space Base Delta 41 (SBD41). Work Details The Contractor shall provide all necessary transmission facilities, equipment, materials, maintenance, test equipment, and design layout required for local access and transport services at designated demarcation points. Responsibilities include troubleshooting and maintaining circuit operations up to termination points. Services include operator assistance, directory assistance (DA), emergency 911/E911 services, and long-distance services. The Contractor must comply with all relevant regulations from the FCC, PUC, DOD, AF, and industry standards. Specific requirements include: - Provision of Commercial Subscriber Lines (CSL) with termination to designated telephone jacks. - Basic service features such as dial tone, direct inward/outward dialing, call blocking for NPA 900, operator assistance, and 911 services. - Performance objectives including response times for outages categorized as catastrophic, emergency, serious, routine, and scheduled outages. - Accident/incident reporting procedures and utility reimbursement obligations. - Coordination with the Communications-Computer Systems Officer (CSO) for installation or changes in telecommunications equipment.
