Background

The Department of Management Services, State Purchasing, is seeking information from vendors for Electronic Signature (eSignature) Solutions as part of a Request for Information (RFI). This initiative aims to gather insights on whether to competitively procure these services and to determine the appropriate solicitation process. The Department may utilize the information gathered to formulate specifications for a potential competitive solicitation. This RFI is not a competitive solicitation and will not result in any contract award.

Work Details

The RFI requests vendors to provide detailed information regarding their eSignature solutions, including: 1. **Company & Product Overview:** Overview of the company and its eSignature offerings, including differences between product tiers. 2. **Delivery, Compatibility, & User Interface:** Information on deployment models (cloud-based or on-premise), compatibility with web browsers and operating systems, user experience, and any necessary add-ons. 3. **Licensing, Pricing, & Scalability:** Details on licensing models, pricing scalability for state term contracts, and availability through original equipment manufacturers or resellers. 4. **Additional Functionality & Capabilities:** Functionality for administrators and users, support for various signature types and document formats, template creation capabilities, accessibility features compliant with federal standards. 5. **Integration & Interoperability:** Supported integrations with other systems and APIs for custom integrations. 6. **Security:** Security levels offered, identity verification processes, document protection measures, audit capabilities. 7. **Implementation, Migration, & Support:** Typical implementation timelines, migration support from existing solutions, training resources available for users and administrators.

Responses to this RFI are due by 5:00 p.m. ET on June 30, 2026.

Responses should be submitted electronically to the Procurement Lead at the Florida Department of Management Services located at 4050 Esplanade Way, Tallahassee, Florida 32399-0950.

Bidder Requirements

Vendors responding to this RFI must provide comprehensive information regarding their eSignature solutions; however, there are no specific set-aside certifications or registrations required mentioned in the solicitation.
