Background The Department of Veterans Affairs, Network Contracting Office 15, located in Leavenworth, KS, is seeking to establish an indefinite-delivery indefinite-quantity (IDIQ) contract for On-Site Sleep Study Services and Scoring. This contract aims to provide essential sleep study services to eligible beneficiaries of the Robert J. Dole VA Medical Center. The services will be performed by Registered Polysomnographic Technicians (RPSGT) at the VA Sleep Center, ensuring compliance with the latest American Academy of Sleep Medicine (AASM) guidelines. Work Details The contractor will provide comprehensive On-Site Sleep Study Services including: 1. Conducting full night diagnostic sleep studies, CPAP/BiPAP studies, split night studies, and home sleep apnea tests (HSAT). 2. Scheduling and managing patient appointments for sleep studies. 3. Scoring and documenting results of sleep studies according to AASM guidelines. 4. Providing education and setup for HSAT devices issued to patients. 5. Performing multiple sleep latency tests (MSLT) and maintenance of wakefulness tests (MWT). 6. Ensuring all services are conducted nightly, 7 days a week, including holidays. 7. Utilizing VA-provided equipment and software for conducting studies and scoring. Period of Performance The contract has a base period of one year with four additional one-year option periods, starting from February 1, 2027. Place of Performance Services will be performed at the Robert J. Dole VA Medical Center, Sleep Center, located at 5500 East Kellogg Dr., Wichita, KS 67218. Bidder Requirements Bidders must ensure that all Registered Polysomnographic Technicians (RPSGT) assigned to this contract are currently registered in any U.S. state or territory with full and unrestricted licenses. All RPSGTs must be certified by the Board of Registered Polysomnographic Technologists (BRPT) and hold current Basic Life Support (BLS) certification. Additionally, contractors must provide documentation verifying current licenses and certifications annually. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior awards under 36C25522D0012, with PM Sleep Lab II providing on-site sleep study services and scoring at the Robert J. Dole VA Medical Center in Wichita, KS, including scoring home sleep apnea tests using VA-owned HSAT equipment. The prior performance periods (02/01/22–01/31/27, including option years 3 and 4) align with the current requirement for RPSGT-delivered on-site diagnostic studies and AASM-guideline scoring, indicating the new IDIQ may be a continuation of the same sleep lab service line.
