City Council Chambers Renovation Improvements

Background

The City of Baldwin Park is undertaking a project to renovate the City Council Chambers as part of City Project No. CIP 26-038-55018. The goal of this project is to enhance the functionality and aesthetics of the Council Chambers building, which includes structural and non-structural improvements, as well as upgrades to public facilities such as restrooms. This project is federally funded, requiring adherence to federal procurement and contracting requirements.

Work Details

The project encompasses a wide range of construction activities including: 1. Major modifications and renovations to the chamber’s interior design and décor, including an enclosed vestibule area with glass panels, public informational kiosk, and display monitors. 2. Modernization of the building’s aesthetics with an expanded tall ceiling and decorative wall panels. 3. Overhaul of the audio and video system along with an advanced security system. 4. Upgrades to LED lighting, repainting, new carpet flooring, renovation of the City Council dais, and enhancements to public seating areas including ADA compliant ramps and walk paths. 5. Improvements to both interior and exterior restrooms. 6. Upgrades to the existing HVAC system including replacement of filter media on the roof cooling tower.

Period of Performance

The construction is scheduled to start on July 27, 2026, with a completion timeframe of 180 working days.

Place of Performance

The work will be performed at the City Council Chambers located within the City Hall building at 14403 East Pacific Avenue, Baldwin Park, California.

Bidder Requirements

Bidders must possess a valid Class A or B California Contractor's License at the time of bidding. The contractor is required to perform at least 35% of the work with their own forces; otherwise, their bid will be rejected. Additionally, bidders must comply with prevailing wage laws as determined by the Director of Industrial Relations in California and must be registered with SAM.gov prior to submitting a bid.
