Background

The State of Maine, through its Department of Administrative and Financial Services and the Office of State Procurement Services (OSPS), is seeking quotations for auctioneering services specifically for firearms. This initiative aims to facilitate the sale of surplus firearms through both in-person and online auctions, thereby supporting the State's mission to manage and dispose of surplus property effectively.

Work Details

The contractor will provide comprehensive auctioneering services, including: - Conducting physical auctions within 60 miles of Augusta, Maine. - Utilizing an approved online auction platform. - Advertising firearms statewide for at least 30 days prior to the auction. - Ensuring all necessary staffing and facilities for the auction. - Registering bidders. - Inspecting firearms prior to each auction. - Maintaining chain-of-custody documentation. - Providing security measures for firearm storage. - Receiving payments and disbursing proceeds to state agencies within 30-60 days post-auction. The contractor must also photograph firearms within seven days of pickup and ensure that all items are tagged for identification. The auction will primarily consist of handguns, rifles, and shotguns, with an anticipated frequency of once per year or as needed based on inventory.

Period of Performance

The initial period of performance is from August 1, 2026, to July 31, 2027. There are options for four additional one-year extensions, potentially extending the contract until July 31, 2031.

Place of Performance

The services will be performed primarily within a 60-mile radius of Augusta, Maine, with online auctions accessible statewide.

Bidder Requirements

Bidders must hold a current Auctioneer License issued by the State of Maine and a Federal Firearms License (FFL). They must comply with all applicable federal and state laws regarding firearm sales, including conducting background checks via NICS. Bidders should have at least two years of experience in auctioning firearms and must have conducted at least three firearm auctions previously. Proof of insurance covering loss or theft during possession must be provided.
