Recruitment Services for MOVERS Program Executive

Background

The State of Missouri's Office of Administration is issuing this Request for Proposal (RFP) to solicit competitive sealed proposals for recruitment services aimed at finding a MOVERS Program Executive. The MOVERS program is a statewide initiative to implement Oracle Cloud’s Enterprise Resource Planning (ERP) management system, replacing outdated administrative systems and enhancing data accessibility and business processes. The state agency seeks an experienced individual to lead the successful implementation and oversight of the MOVERS project, currently in a replan phase with an Interim Program Executive.

Work Details

The contractor will provide comprehensive recruitment services including: - Development of the position description and announcement; - Recruitment of candidates; - Identification of semifinalists; - Organizing interviews for semifinalists and finalists; - Assisting in the selection process for the MOVERS Program Executive. Specific tasks include advising on compensation alternatives, submitting draft position descriptions within 15 business days after authorization, actively recruiting qualified candidates, providing electronic access to resumes, narrowing candidates to no more than ten semifinalists, organizing finalist interviews, conducting thorough screening including background checks, and making travel arrangements for finalists. The contractor must ensure all personnel pass standard background checks as required by the State of Missouri.

Period of Performance

The contract period will be effective from the date of award through one year.

Place of Performance

The services will be performed at locations determined by the Office of Administration in Missouri.

Bidder Requirements

Vendors must be registered in MissouriBUYS with 'Prospective' or 'Spend Authorized' status to submit proposals. They must achieve 'Approved' registration status to be considered for contract award. Vendors must comply with various business compliance exhibits including tax compliance, registration with the Missouri Secretary of State, enrollment in E-Verify for work authorization, and certification under the Anti-Discrimination Against Israel Act if applicable.
