Background

The Alaska Native Tribal Health Consortium (ANTHC) is a non-profit health organization formed to manage programs and services previously provided by the Indian Health Service in Alaska. ANTHC administers planning, design, and construction of primary care facilities and sanitation facilities. The current solicitation is for the Skilled Nursing Facility (SNF) Project, which involves the construction of a two-story skilled nursing facility with 80 units and various support spaces, including rehabilitation facilities. The project aims to ensure that building systems perform according to the Owner's Project Requirements (OPR).

Work Details

The contractor will provide Health Facilities Commissioning Agent (HFCxA) services for the SNF Project, which includes: - Planning, managing, and documenting the commissioning process through design, construction, acceptance, and post-occupancy phases. - Ensuring verification that systems are installed, tested, and operating as intended. - Developing an Initial Commissioning Plan that includes scope of systems, roles and responsibilities, preliminary schedule, and documentation strategy. - Conducting design reviews at milestones (30%, 60%, 90%, IFC) for HVAC systems, electrical systems, controls sequences, and life safety systems. - Performing functional performance testing (FPT) of commissioned systems under normal operation and failure modes. - Preparing a Final Commissioning Report summarizing activities and system performance verification.

Period of Performance

The anticipated contract start date is July 27, 2026, with an expected completion date of December 31, 2027.

Place of Performance

The work will primarily be performed in Anchorage, Alaska, with travel required to the project site for fieldwork and inspections.

Bidder Requirements

Bidders must hold a current Certified Commissioning Professional (CCP) certification or possess a Bachelor's Degree in Mechanical Engineering with an active Professional Engineer (PE) license. They must demonstrate experience as the lead commissioning authority on at least three projects in inpatient healthcare facilities within the last three years located in cold climate regions.
