Inmate Commissary Services

Background

The McHenry County Procurement Department is issuing this Request for Proposal (RFP) to contract with a qualified firm to provide Inmate Commissary Services for the McHenry County Correctional Facility. The facility serves individuals accused of crimes and those sentenced to serve less than a year in jail, with an average daily population fluctuating between 300-400 inmates. This is a multi-year contract aimed at enhancing the services provided to inmates while ensuring compliance with applicable standards.

Work Details

The contractor will provide on-site kiosk-based commissary ordering, off-site order fulfillment, delivery of commissary items, and related services. Key responsibilities include: 1. Installation and maintenance of kiosks and systems for commissary operations. 2. Determining prices for products sold, ensuring compliance with Illinois County Jail Standards. 3. Providing software for tracking inmate transactions, including payroll and debts, with capabilities to filter searches by various criteria. 4. Interface with existing jail management software (CoreForce) and other systems without additional costs to the county. 5. Delivery of commissary orders weekly, including handling credits for missing items. 6. Offering a wide selection of brand-name products approved by the Sheriff or designee, excluding soda.

Period of Performance

The contract will commence on December 1, 2026, and will run through November 30, 2028, with options to extend for two additional years based on need and funding availability.

Place of Performance

Services will be performed at the McHenry County Correctional Facility located at 2200 N Seminary Avenue, Woodstock, IL 60098.

Bidder Requirements

Bidders must comply with all federal, state, and local licensing requirements necessary for operation. They must also provide proof of no prior debarment from contracting with government entities and adhere to the Illinois Prevailing Wage Act where applicable.
