Background

The Oregon Department of Transportation (ODOT) is delivering the City of Springfield Transportation System Plan (TSP) project on behalf of the City of Springfield. The goal of this contract is to update the City’s TSP to align with recent updates to Oregon's Transportation Planning Rules (TPR), which emphasize reducing greenhouse gas emissions, promoting safety, and creating a more equitable transportation system. This project is part of a larger initiative to ensure that local transportation planning meets state climate and equity goals.

Work Details

The consultant will complete a major update of the City of Springfield’s Transportation System Plan (TSP). Key tasks include: 1. Project Management: Ongoing management services, including developing a work plan, maintaining project files, and ensuring quality control. 2. Community Engagement: Support for city-led community engagement efforts, including preparing a Community Profile & Major Equity Analysis Memorandum. 3. Policy and Planning Framework: Review relevant plans and prepare memoranda on goals, objectives, prioritization criteria, and performance standards. 4. Analytical Methods: Develop an Analysis Methodology and Assumptions Memorandum for evaluating existing and future conditions. 5. Existing Conditions Analysis: Inventory current transportation systems and analyze needs. 6. Future Conditions Analysis: Assess future land use and transportation conditions under a 'No-Build' scenario. 7. Solutions Development: Identify transportation solutions addressing deficiencies and needs. 8. Draft TSP: Prepare draft versions of the updated TSP incorporating all previous tasks. 9. Final TSP: Prepare final documents for adoption following public hearings.

Period of Performance

The contract is anticipated to start in January 2027 and is expected to be completed by June 2029.

Place of Performance

The project will be performed in Springfield, Oregon.

Bidder Requirements

Only consultants that have been awarded a Price Agreement in the specified series for A&E services are eligible to respond to this Mini-RFP.
