Building Plan Review and Inspection Services

Background

The City of West Jordan is seeking proposals from qualified consultants to provide Building Plan Review and Inspection Services. The primary goal of this contract is to ensure compliance with model building codes adopted by the State of Utah and local ordinances, thereby supporting the City’s mission to maintain safety and regulatory standards in construction.

Work Details

The Consultant will be responsible for: 1) Reviewing submitted building construction plans for compliance with applicable codes; 2) Inspecting residential and commercial buildings, solar installations, and other structures to enforce compliance with building codes; 3) Conducting complaint investigations and hazardous building inspections; 4) Assisting in the prosecution of building code violations; 5) Maintaining thorough records of inspections, including documentation of required inspections, dates, and punch lists; 6) Coordinating closely with City staff on the issuance of building permits and certificates of occupancy. The Consultant must ensure that all services are performed by qualified personnel who hold necessary certifications and licenses.

Period of Performance

The contract will commence on September 25, 2026, and will have a term of five years, subject to performance reviews.

Place of Performance

Services will be performed within the geographic boundaries of West Jordan City, Utah.

Bidder Requirements

Bidders must demonstrate qualifications through a signed introductory letter agreeing to all requirements outlined in the RFP. They must provide a list of qualified inspectors or plan reviewers along with their certifications. Additionally, bidders are required to maintain insurance as specified, including general liability insurance with limits not less than $2 million per occurrence.
