Background

The Commonwealth of Massachusetts, through the Executive Office of Energy and Environmental Affairs (EOEEA), is seeking qualified contractors to repair and regrade an existing dirt access road located at 11 Hawk Avenue, Hanson, Massachusetts. This project aims to restore approximately 1,520 linear feet of roadway to provide a stable, safe, and all-weather access route for authorized vehicles while preserving the surrounding environmentally sensitive conservation land.

Work Details

The contractor shall furnish all labor, materials, equipment, supervision, transportation, and incidentals necessary to repair, reshape, regrade, surface, and compact approximately 1,520 linear feet of existing dirt road with an average travel width of 10 feet. The work includes:

Roadway Preparation

Inspecting the roadway for defects such as potholes and drainage deficiencies; scarifying the existing surface; and removing unsuitable materials.

Regrading and Roadway Shaping

Establishing proper drainage by regrading the roadway surface; restoring a crowned section with a cross slope of approximately 4% to 6%; ensuring edges tie smoothly into existing shoulders.

Aggregate Surface Course

Furnishing and placing new processed gravel meeting Massachusetts Department of Transportation specifications; compacting approximately 2 to 3 inches of new aggregate over the roadway length. - Compaction: Compacting the full roadway width using a vibratory or static steel-wheel roller until a dense surface is achieved.

Drainage Improvements

Maintaining positive drainage along the roadway; ensuring runoff is directed to stable vegetated areas.

Environmental Protection Requirements

Conducting operations in a manner that protects adjacent wetlands and natural resources; limiting disturbance to the existing roadway footprint.

Period of Performance

The contract work must be completed by no later than June 29th, 2026.

Place of Performance

The project will be performed at 11 Hawk Avenue, Hanson, Massachusetts within the Burrage Pond Wildlife Management Area.

Bidder Requirements

Contractors must have demonstrated experience in gravel road construction, grading, compaction, and drainage improvements on conservation or similar environmentally sensitive properties. Additionally, participation in the Massachusetts Small Business Purchasing Program (SBPP) is encouraged for eligible businesses.
