The City of Fresno is soliciting applications from experienced housing development organizations to construct new affordable housing or substantially rehabilitate existing housing within the City. The goal of this contract is to enhance the affordable housing stock for low- and moderate-income households, with funding provided through various federal and state programs. The City proposes to offer up to $2,804,486.73 in HOME Investment Partnerships funding, up to $414,909 in Community Housing Development Organization funding, and up to $5,030,456 in Permanent Local Housing Allocation. This funding will serve as gap financing for projects that maintain affordability covenants for 55 years for multi-family housing and 30 years for single-family housing.
The selected developer(s) will be responsible for all aspects of development including: property acquisition, entitlement processes, environmental clearance, financing arrangements, and construction activities. Specific tasks include: - Acquiring the affordable housing site; - Completing construction evidenced by a recorded Notice of Completion; - Obtaining necessary entitlements such as rezoning and final subdivision maps; - Securing utilities (electricity, gas, sewer, water); - Constructing required on-site and off-site improvements; - Commissioning environmental assessments (CEQA and NEPA); - Collaborating with City staff on all development aspects; - Obtaining necessary bonds and insurances; - Engaging with community groups during planning.
The project must commence construction within one year of the execution of the City funding agreement and must be completed within four years of that execution.
The contract will be performed within the City of Fresno.
Developers must demonstrate their ability to perform the scope of work effectively. They should have site control documentation or evidence of negotiations with property owners. Key personnel must have relevant development experience. Developers are required to comply with insurance requirements set forth by the City Risk Management. Additionally, they must provide a commitment resolution from their Board for project funding and demonstrate experience utilizing local, state, and federal funding.
