Supply, Delivery, and On-Site Storage of Gasoline and Diesel Fuel

Background

The McComb School District, located in McComb, Mississippi, is seeking qualified vendors to supply, deliver, and provide on-site storage of gasoline and diesel fuel for its Transportation Department. The District operates a fleet of school buses and support vehicles that require a reliable and uninterrupted fuel supply. This Request for Proposals (RFP) aims to establish a multi-year fuel supply contract to support daily transportation operations in compliance with Mississippi procurement laws.

Work Details

The successful vendor will be responsible for: - Supplying unleaded regular gasoline (E10 NOT acceptable) and ultra-low sulfur diesel (ULSD) that meets all EPA and ASTM standards. - Ensuring fuel complies with all applicable state and federal regulations. - Monthly checks of fuel levels with additional deliveries as needed to prevent outages. - Vendor-managed fuel level monitoring is preferred, with delivery schedules coordinated with the Transportation Department. - Providing fuel storage tanks, which may include vendor-owned or leased tanks, installation, permitting, compliance with Mississippi Department of Environmental Quality regulations, above-ground tanks meeting fire marshal standards, spill containment systems, ongoing inspection and maintenance, and removal of tanks upon contract termination. - Estimated annual usage is not guaranteed but will be used for proposal comparison purposes.

Period of Performance

The contract will commence on August 1, 2026, and will run until July 31, 2029.

The services will be performed at the McComb School District's Transportation Department in McComb, Mississippi.

Bidder Requirements

Vendors must be legally authorized to operate in Mississippi and have at least three years of experience supplying fuel to public-sector or fleet customers. They must demonstrate compliance with EPA and MDEQ requirements and provide at least three references from governmental entities or school districts. Proposals must include proof of required insurance and Mississippi business registration documentation.
