Summary: Background The U.S. Fish and Wildlife Service (USFWS) Iowa Water Management District is seeking a contractor for chemical treatment of invasive species across approximately 1776.4 acres in multiple counties including Kossuth, Greene, Guthrie, Hancock, Worth, Buena Vista, Clay, and Palo Alto. The goal of this contract is to manage and mitigate the impact of invasive species in these areas to support environmental health and biodiversity. Work Details The contractor will be responsible for the following tasks: - Conduct chemical application for invasive species management across designated areas in Kossuth County (~1324 acres), Greene County (~300 acres), Guthrie County (~25 acres), Hancock County (~7.5 acres), Worth County (~60.9 acres), Buena Vista County (~6 acres), Clay County (~21 acres), and Palo Alto County (32 acres). - Ensure compliance with all specifications outlined in the Statement of Work (SOW) and associated maps. - Provide documentation of work completed during each billing period, including itemized breakdowns if partial payments are billed. Period of Performance The contract will be performed from July 1, 2026, to December 31, 2026. Place of Performance The chemical application services will be performed in various counties within Iowa, specifically Kossuth, Greene, Guthrie, Hancock, Worth, Buena Vista, Clay, and Palo Alto. Bidder Requirements This solicitation is a 100% Total Small Business set-aside. Bidders must demonstrate relevant experience in chemical application for invasive species management and provide proof of necessary licenses or certifications required for pesticide application. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on prior awards under 140F0421A0007 to Brush & Weed Control Specialists for chemical treatment of invasive species (Union Slough Chemical Treatment BPA and a BPA call). The prior work involved chemical treatment services with overlapping performance dates (2021–2026 and 2023–2026) and is likely a continuation of the same type of pesticide application activities, documentation, and compliance requirements for invasive species management in Iowa water management areas.
