NOTICE TO INTERESTED VENDORS

This Sources Sought Notice is being issued for market research purposes in support of acquisition planning and to determine the availability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of satisfying the Government's requirements under the Buy Indian Act, 25 U.S.C. 47, and applicable implementing regulations. The Government is seeking information from qualified ISBEEs and IEEs capable of providing a web-based accreditation and compliance management system meeting the requirements identified herein. Responses will be used to assess the availability of Indian-owned businesses and to determine the appropriate acquisition strategy. In addition to capability information, respondents shall identify whether they qualify as an Indian Economic Enterprise (IEE) or Indian Small Business Economic Enterprise (ISBEE) and provide documentation supporting such status. If insufficient responses are received from qualified ISBEEs or IEEs, the Government may expand its market research to other small business concerns and/or pursue another acquisition strategy as permitted by applicable regulations.

BACKGROUND

Fort Yuma Health Care Center (FYHCC) requires a comprehensive, web-based Strategic Quality Support System (SQSS) or equivalent accreditation and compliance management system to support Accreditation Association for Ambulatory Health Care (AAAHC) accreditation readiness and ongoing healthcare quality management activities. The system must support the management, tracking, documentation, reporting, and monitoring of accreditation, compliance, quality assurance, risk management, credentialing, patient safety, emergency preparedness, and performance improvement activities.

REQUIRED CAPABILITIES

Interested vendors shall demonstrate the capability to provide a system that can: Track and document approximately 4,000 5,000 accreditation and compliance-related tasks; Provide automated reminders, alerts, and notifications for due, overdue, and non-compliant tasks; Generate compliance, accreditation readiness, and performance reports; Support assignment and reassignment of tasks by department, role, and responsible staff member; Provide centralized access to accreditation documentation, policies, procedures, and supporting records; Support monitoring, trending, dashboards, and corrective action tracking; Support healthcare quality management functions including credentialing, infection control, safety, compliance, patient satisfaction, peer review, continuing education, and related accreditation activities; Be fully web-based and accessible without local installation requirements; Provide ongoing technical support, maintenance, updates, and training; Support data ownership, security, privacy, and reporting requirements applicable to Federal healthcare environments.

PERIOD OF PERFORMANCE

The anticipated requirement consists of one (1) twelve-month base period and four (4) twelve-month option periods.

SUBMISSION REQUIREMENTS

Interested vendors shall submit the following information: - Company name, address, UEI, and point of contact. - Business size and socioeconomic status (ISBEE, IEE, Small Business, HUBZone, SDVOSB, WOSB, 8(a), etc.). - Documentation supporting IEE or ISBEE status, if applicable. - Description of the proposed system and how it satisfies the required capabilities identified above. - Description of experience supporting accreditation, compliance, quality management, or healthcare operational environments. - Description of experience supporting Federal healthcare facilities, Indian Health Service facilities, Tribal healthcare facilities, VA facilities, or similar healthcare environments. - Estimated implementation timeline. - Identification of the commercial software platform proposed. - Description of training, technical support, maintenance, and reporting capabilities. - Capability statement and any relevant product literature or supporting documentation. - If proposing to provide the Strategic Quality Support System (SQSS) brand-name platform, respondents who are not the software developer or owner shall provide documentation demonstrating authorization to market, license, resell, implement, maintain, or otherwise provide SQSS on behalf of the software owner. Acceptable documentation may include an authorized reseller letter, distributor agreement, partner agreement, or other written authorization from the software owner. The Government reserves the right to verify reseller, distributor, implementation, licensing, or support authority directly with the software owner. Responses should be limited to five (5) pages, excluding capability statements, reseller documentation, and product literature. The Government will use information received solely for market research and acquisition planning purposes. Responses will assist the Government in determining: The availability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs); Whether two or more qualified ISBEEs are capable of satisfying the Government's requirement; Whether a Buy Indian Act set-aside is appropriate; Whether qualified vendors are capable of providing the brand-name SQSS platform or equivalent capabilities; The appropriate acquisition strategy for this requirement. No reimbursement will be made for any costs associated with responding to this notice.
