Summary: Background The Department of Veterans Affairs (VA) Eastern Colorado Health Care System is issuing a solicitation for a TRU-D Service Agreement. The goal of this contract is to ensure the proper functioning and maintenance of TRU-D SmartUVC equipment used for disinfecting patient rooms, offices, and exam rooms at the Rocky Mountain Regional Medical Center in Aurora, CO. This procurement aims to provide comprehensive support and maintenance services for the specified medical equipment. Work Details The contractor shall provide preventive maintenance and service agreement for the TRU-D SmartUVC equipment, which includes models TRU-D86, TRU-D299, TRU-D303, TRU-D304, TRU-D424, TRU-D425, TRU-D766, and TRU-D767. Key tasks include: - Onsite work between 7:30 am - 4:00 pm, Monday through Sunday. - 24/7 on-call technical support. - Provision of a loaner unit onsite within 72 hours if factory service is required. - Annual hospital site visits for preventive maintenance, sensor calibration, and device tune-up. - Comprehensive warranty covering defects or workmanship. - Bulb protection plan with replacement bulbs at the end of their life. - Continuous training and education for operators and managers. - Devices must be back in service with onsite repair within 48 hours of reported issues. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Rocky Mountain Regional Department of Veterans Affairs Medical Center located at 1700 N. Wheeling Street, Aurora, CO 80045. Bidder Requirements Bidders must be veteran-owned small businesses (VOSB) as this solicitation is set aside for VOSB vendors. Offerors must have authorized Tru-D SmartUVC certification as a requirement for the services and maintenance contracts of medical equipment. Additionally, bidders must ensure compliance with VAAR 852.219-75 regarding limitations on subcontracting. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the closely related prior contract 36C24924P0216 awarded to L1 Enterprises for a “TRU-D SMARTUVC PM SERVICE AGREEMENT” valued at $337,500 (12/22/23–09/30/28). The current requirement similarly calls for preventive maintenance and service agreement support for TRU-D SmartUVC equipment at the same Rocky Mountain Regional VA Medical Center location, including onsite service, 24/7 on-call support, loaner units, and annual site visits—suggesting the work is a continuation of the existing SmartUVC maintenance program.
