Summary (Newest Update)

Background This Sources Sought Notice is issued by the United States Strategic Command (USSTRATCOM) for the Building Maintenance Contract (BMC) Support contract, which is a follow-on requirement for the 55th Wing at Offutt Air Force Base, Nebraska. The goal of this contract is to ensure the continuous, safe, and efficient operation of all infrastructure, systems, equipment, facilities, and grounds at STRATCOM HQ, B1000. The services required include a comprehensive range of maintenance tasks to support operational readiness. Work Details The contractor will be responsible for operating, maintaining, repairing, inspecting, upgrading, updating, integrating, and ensuring the continuous operation of all infrastructure and systems at STRATCOM HQ. Specific tasks include: preventative and corrective maintenance; scheduled sustainment; emergency repairs; inspections; testing and certifications; regulatory compliance; reporting and documentation; installation and modification of systems as detailed in the Performance Work Statement (PWS). The contractor must also implement a three-tier maintenance strategy focusing on predictive maintenance (PdM), preventative maintenance (PM), and corrective maintenance (CM) across critical infrastructure categories such as HVAC & Environmental Controls, Electrical & Power Infrastructure, FRCS/C2 Networks, and General Structural & Facility Support. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance Offutt Air Force Base, Nebraska. Bidder Requirements Bidders must provide company information including name, address, point of contact with email and phone number, Federal Cage Code, DUNS number, business size classification (e.g., small business types), and security clearance level. Additionally, contractors must demonstrate capability in providing the required services including staffing credentials and experience with similar contracts. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on contract 47QSHA18D0009-FA460022F0102 awarded to M. C. Dean for C2F BLDG 1000 maintenance and repair services valued at $68,191,993 (09/11/22–03/11/28). The prior work covers operations, maintenance, repair, and service for real property and specified systems at Building 1000, including preventative and corrective maintenance for building management systems, HVAC, fire protection, and related facility components. The current requirement’s scope for comprehensive C2F Building Maintenance and Repair at STRATCOM HQ B1000—covering similar maintenance categories (e.g., HVAC/environmental controls, inspections/testing/certifications, emergency repairs, and installation/modification/upgrades)—is consistent with a continuation or follow-on of the same facility support effort.
