This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12363N26Q4146 is issued as a Request for Quotation (RFQ) for the Raspberry Crags IRSC. This procurement is restricted to the approved companies eligible for call orders under the R2 Rocky Mountain Restoration Project BPA for the Grand Mesa, Uncompahgre and Gunnison National Forests in the state of Colorado. This requirement may be awarded to one vendor as a BPA Call Order against BPA's previously solicited on the Government Point of Entry (GPE). The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice that are not eligible for awards under the R2 Rocky Mountain Restoration Project BPA. The objectives of the Raspberry Crags IRSC project include increasing forest health and vigor, increasing watershed health, reduction of high severity fire potential, and increasing landscape heterogeneity. These objectives will be accomplished through the following: a. A reduction of mid-closed structural stages to encourage the development of more mid-open, late-open conditions. b. Create a mosaic of forest conditions and structures that allow for wildfires to burn and other insect and disease and disturbance agents to occur at intensities and severities and scales within the natural range of variability for specific ecological systems. c. Cut and mechanically pile described timber and fuels. d. Hand cut and pile biomass and non-sawtimber. e. Hand cut and chip biomass and non-sawtimber to clear campsites. f. Cut and remove included timber. g. User created road/trail decommissioning to protect wildlife and roadless areas. Timber removal is subject to agreement This BPA call will be issued against the Rocky Mountain Restoration Project BPA when ordered by warranted contracting personnel. The resultant contract will be a commercial services contract with potential requirements for timber removal. The period of performance of this contract is from date of award through July 1, 2029. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 115310. The small business size standard is $34 Million This acquisition is a Total Small Business Set-Aside.

The mission of this project is to enhance forest health and vigor, improve watershed health, reduce the potential for high-severity wildfires, and increase landscape heterogeneity. This procurement is restricted to companies eligible for call orders under the R2 Rocky Mountain Restoration Project BPA. Work Details The objectives of the Raspberry Crags IRSC project include: 1) Reducing mid-closed structural stages to promote mid-open and late-open conditions; 2) Creating a mosaic of forest conditions that allows for natural disturbances; 3) Cutting and mechanically piling timber and fuels; 4) Hand cutting and piling biomass and non-sawtimber; 5) Hand cutting and chipping biomass to clear campsites; 6) Cutting and removing included timber; 7) Decommissioning user-created roads/trails to protect wildlife. Mandatory work includes cutting and mechanically piling timber across 513 acres, while optional work includes hand thinning, chipping, and trail closures. Period of Performance From date of award through July 1, 2029. Place of Performance Approximately 3.75 miles SE of Divide, Colorado, within the Pike-San Isabel National Forest.
