Background The Oklahoma Air National Guard (OKANG) is preparing to award multiple Blanket Purchase Agreements (BPAs) for comprehensive tailwheel flight training services. It is essential for designated aircrew personnel to receive a FAA Tailwheel Endorsement, as tailwheel aircraft require a unique skill set distinct from tricycle-gear aircraft, necessitating specialized training to ensure safety and compliance with FAA regulatory standards. Work Details The contractor shall provide all ground and flight instruction necessary for students to safely and proficiently operate tailwheel aircraft, culminating in the issuance of a logbook endorsement or demonstrated proficiency. Key tasks include: 1. Ground Instruction: A minimum of five hours covering essential AT-802 tailwheel concepts, operational procedures, and safety considerations. Topics include aerodynamics, ground handling techniques, takeoff and landing techniques, emergency procedures, and FAA regulations pertinent to tailwheel endorsements. 2. Flight Instruction Services: A minimum of 20 hours of hands-on flight instruction in an AT-802 tailwheel aircraft to develop practical skills in tailwheel operations. This includes pre-flight inspections, takeoffs, landings, go-arounds, and emergency procedures. 3. Aircraft Provision: The contractor will provide a 2-seat AT-802 aircraft and will be responsible for maintenance, fueling, and storage. 4. Instructor Qualifications: Instructors must have a minimum of 500 hours dual instruction in turbine tailwheel aircraft. 5. Record Keeping: Accurate training records must be maintained for each student, including logbook endorsements upon successful completion. Period of Performance The Blanket Purchase Agreement will be effective from the date of award until December 31, 2028.
