Background This Sources Sought notice is issued by the Indian Health Service (IHS) on behalf of the Dzilth-Na-O-Dith-Hle Health Center (DZHC) for market research purposes. The goal is to identify qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of providing on-site mobile document shredding services, ensuring compliance with the Buy Indian Act and relevant federal regulations. Work Details The contractor will provide on-site mobile document shredding services to ensure secure destruction of sensitive documents, including those containing Protected Health Information (PHI). Key requirements include: - Monthly on-site collection and cross-cut shredding of paper documents (strip shredding is not acceptable); - Provision and maintenance of three (3) 95-gallon lockable security containers; - Performance of services during normal business hours (Monday-Friday, 8:00 AM – 4:30 PM), excluding federal holidays; - Compliance with HIPAA, the Privacy Act, and NAID certification standards; - Training, bonding, and uniforming of personnel; - Signing a Business Associate Agreement; and - Providing a Certificate of Destruction after each service. Period of Performance The anticipated contract includes a one-year base period from July 1, 2026, to June 30, 2027, with four additional one-year option periods extending through June 30, 2031. Bidder Requirements Bidders must be designated as either an IEE or ISBEE and are required to submit a completed IHS Indian Economic Enterprise Representation Form. They must demonstrate capabilities to meet the scope of work including experience in similar services within the last three years, confirmation of cross-cut shredding capabilities, and details about the security containers provided. Additionally, bidders must comply with the Small Business Administration's size standard.
