This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. Offerors are encouraged to review the entire solicitation and attachments prior to submitting their quote. This solicitation is set-aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Background The VA Long Beach Healthcare System (VALBHCS) requires contracted Shuttle and Valet services to ensure all veterans can access the hospital from parking lots, reducing physical strain and logistical stress, especially for those with mobility challenges or disabilities. This solicitation is set-aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Work Details The contractor shall provide all labor, vehicles, personnel, supervision, supplies, equipment, and necessary reporting for the provision of shuttle and valet services. The shuttle service will consist of three 20-passenger ADA compliant buses operated by Class B Licensed drivers. Shuttle service will run Monday through Friday from 6am to 6pm. The contractor must place the VA logo on all vehicles within 30 days of contract award. The contractor shall also provide three 6-8 passenger GEM E6 Electric Vehicles or golf carts with two Class C drivers and a 24-hour dispatcher. Cart service will run 24/7. Daily inspections, maintenance, and compliance with safety regulations are required. Drivers must be qualified and adhere to specific licensing and conduct standards. The contractor is responsible for installing signs on campus and maintaining a professional appearance. Bidder Requirements Offerors must be Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Drivers must possess valid licenses for the class of vehicle driven and have a clean driving record for the past three years. Contractor personnel must maintain a professional demeanor and comply with all VA regulations.
