Summary (Newest Update)

Background The Bureau of Administration, Global Operations has established the Permanent Change of Station (PCS) Lodging Program to provide temporary lodging for Department of State (DOS) sponsored personnel. This program aims to facilitate lodging for personnel assigned to training, transitioning to domestic assignments, or temporarily in the DMV area for medical treatment or evacuation orders from overseas posts. The goal is to reduce financial burdens on DOS-sponsored personnel by providing quality temporary lodging at competitive rates. Work Details The contractor will provide temporary lodging accommodations as follows: - CLIN 0001: Extended Stay/Corporate Accommodations - 231,000 room nights at a fixed-unit-price per night based on a discount from GSA rates. - CLIN 0002: Shuttle Services - 12 months at a fixed-unit-price. The contractor shall ensure that the lodging meets all requirements specified in the contract and is suitable for DOS-sponsored personnel. The lodging must be located within a reasonable commute to the George P. Shultz National Foreign Affairs Training Center and comply with federal safety codes. Period of Performance Base Year plus four option years and a six-month option to extend. Place of Performance Washington D.C. metropolitan area (DMV). Bidder Requirements Bidders must be small businesses as this opportunity is set aside for small business participation. Contractors must comply with all applicable federal regulations regarding safety, health codes, and insurance requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on recent Department of State PCS lodging task orders in the same DMV area. Prior awards include Interim Homes ($82,608,604) for PCS travel lodging incremental funding, Madison Hospitality Services ($27,390,476) for new task order PCS (Foreign Service) lodging incremental funding, and Executive Apartments ($20,274,000) for foreign service housing/executive apartments supporting PCS travel. These prior efforts align with the current requirement to provide temporary lodging for DOS-sponsored personnel during training, transition, and overseas-to-domestic or medical/evacuation-related periods.
