This is a RFI for Installment of Intrusion Detection System (IDS) and Monitoring Services for VA Pacific Islands Health Care System (VAPIHCS). The Government is seeking information on the availability of qualified vendors capable of providing Installment of Intrusion Detection System (IDS) and Monitoring Services. The purpose of this RFI is to gauge market interest and gather input from potential sources. Please review the attached RFI 36C26126Q0788 document, which includes a Sample Statement of Work Statement (SOW). To be considered a complete response, provide the information requested in items 1-7 of the RFI. Please provide any feedback, questions, or clarifications, including any areas where the SOW may need further clarification. Summary: Background The Department of Veterans Affairs (VA) is seeking qualified vendors to provide installation and monitoring services for an Intrusion Detection System (IDS) at the VA Pacific Islands Health Care System (VAPIHCS). The goal of this contract is to enhance security by detecting unauthorized access attempts and providing real-time alerting and response capabilities. This initiative aims to improve the physical security posture of sensitive areas within the VA facilities. Work Details The contractor will be responsible for the following tasks: - Procurement of Digital Monitoring Products (DMP) intrusion system. - Design and implement an IDS solution. - Configure the IDS to meet security policies and compliance requirements. - Provide 24/7 monitoring and real-time alerting services. - Train client personnel on system use and incident response if required. The service provider must also supply a bill of materials for required IDS hardware and software, including but not limited to: sensors, motion detection devices, door/window contacts, keypads, tamper switches, enclosures, transmitters, zone networks, communicators, sirens, cabling, power supply, software licenses, and any other components necessary to complete the IDS installation. Period of Performance The geographic location(s) the product will be delivered to or performed at Place of Performance Installation will occur at seven sites including: E-Wing OIT Server Room and Arms Room at Tripler Army Medical Center (TAMC), 459 Patterson Road, Honolulu, HI 96859; ACC Spark M. Matsunaga building - Pharmacy Dispensing at 459 Patterson Road, Honolulu HI 96819. Bidder Requirements Interested vendors must provide the following information in their response: 1. Company Name, Point of Contact, Email address 2. An Informal Quote 3. Capabilities Statement 4. Business Size 5. UEI Number 6. Any existing IDIQ contracts from which these items can be ordered (e.g., GSA, NASA SEWP, DLA eCAT, VA SAC, or VA NAC). Vendors who do not provide this information will be considered non-responsive. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on prior awards for intrusion detection system installation and monitoring services awarded to ONE Corps. Specifically, ONE Corps received contract 36C24819C0044 (value $233,210, 03/01/19–11/30/23) for IDS monitoring, preventive maintenance, repairs, and guard response for the VA Caribbean Healthcare System, followed by contract 36C24824P0265 (value $297,257, 12/01/23–11/30/28) for an IDS at the VA Caribbean Healthcare System. The scope aligns with the current requirement to install/configure an IDS and provide ongoing 24/7 monitoring and alerting at multiple VA sites, suggesting continuity in delivering similar intrusion detection system services.
