The Federal Aviation Administration (FAA), Aircraft Certification Service (AIR-900) and Flight Standards Service (AFB-500), is issuing this Market Survey / Request for Information (RFI) to solicit statements of interest, and company capabilities from vendors capable of delivering a comprehensive, outcome-based, and ethical investigative interviewing course. The training must utilize the Plan and Preparation, Engage and Explain, Account - Clarification and Challenge, Closure and Evaluation (P.E.A.C.E.) Model. This market survey is being conducted in accordance with the FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. The information gathered will be used for market research and acquisition planning purposes to determine the optimal procurement strategy, including the potential for small business, service-disabled veteran-owned small business, or socially/economically disadvantaged business set-asides.

Summary (Newest Update)

Background The Federal Aviation Administration (FAA), specifically the Aircraft Certification Service (AIR-900) and Flight Standards Service (AFB-500), is conducting a Market Survey / Request for Information (RFI) to identify vendors capable of providing a comprehensive, outcome-based, and ethical investigative interviewing course. This initiative aims to enhance the skills of FAA employees in conducting ethical interviews that yield reliable information, particularly for safety audits, inspections, assessments, and investigations. The training will utilize the P.E.A.C.E. Model, which emphasizes ethical and effective interviewing techniques. Work Details The contractor must deliver P.E.A.C.E Model Training to FAA Airworthiness Inspectors/Engineers through standard courses or tailored courses specifically for FAA Inspectors. The training will include approximately 40 hours of instruction per class, with an estimated four classes held annually and a maximum class size of 20 students. The curriculum will cover various critical topics including: - Theory of Investigative Interviewing - Planning and Preparation - Engage and Explain - Account – Clarification and Challenge - Closure - Evaluation. Additionally, the contractor must ensure that all training meets the requirements set forth by the Current Consolidated Appropriations Act and provide necessary tools for conducting ethical interviews. Instructors must have significant experience in investigative interviewing and teaching. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Training is to be conducted at a brick-and-mortar facility located in the United States, preferably within 25 miles of a major airport serviced by at least one major US air carrier. Bidder Requirements Bidders must demonstrate experience in delivering investigative interviewing training using the P.E.A.C.E. model. Instructors should have at least five years of industry experience in investigative interviewing and three years of experience specifically with the P.E.A.C.E. model. All instruction must be delivered in person unless otherwise approved due to exceptional circumstances. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, as FAA awarded Forensic Interview Solutions under contract 6973GH23D00105 (FAA22800017) for P.E.A.C.E. Investigative Interviewing training, with a base plus option period valued at $859,200 (07/21/23–07/31/26). The prior work specifically provided P.E.A.C.E. model instruction to FAA Airworthiness Inspectors and Engineers on ethical, outcome-based investigative interviewing for safety and compliance investigations, and the multiple funded course deliveries during the base and option years indicate an ongoing continuation of the same training requirement.
