Summary: Background The contract is issued by the WV Army National Guard, focusing on grounds maintenance projects that involve cutting and clearing vegetation, as well as the cleanup of such vegetation. The goal of the contract is to maintain the areas around Base Camp Victory and the Glen Jean Armed Forces Reserve Center. Work Details The contractor will provide labor, equipment, and materials necessary for mowing, string trimming, and brush-hogging at two locations: Base Camp Victory in Fayette County, WV, and the Glen Jean Armed Forces Reserve Center East Lot. Specific tasks include: - Clearing wood line areas around openings and roads of smaller brush and overgrowth. - Cutting grass and chipping deadfalls and smaller brush. - Treating gravel pad areas with chemical weed and grass killer to prevent new vegetation growth. - Disposing of any collected trash. - Repairing any property damage incurred during work. Equipment required includes mowers, rotary cutters, chain saws, and string trimmers. Grass cutting must be performed on all gravel pads at Base Camp Victory with a clearance of 8-10 feet from roadways. Approximately 1.5 acres at the GJAFRC East Lot will also require similar maintenance. Period of Performance The work is scheduled to be performed from June 22, 2026, to June 26, 2026. Place of Performance The contract will be performed at Base Camp Victory located in Fayette County, WV (37°53'25.2"N 81°06'40.2"W) and at the Glen Jean Armed Forces Reserve Center East Lot located at 409 Wood Mountain Road, Glen Jean, WV 25846 (37°55'49.76"N 81°9'51.25"W). Bidder Requirements Bidders must meet the following requirements: - Small Business Set Aside - Total (SBA). - A valid pesticide license for the state of West Virginia in accordance with §19-16A-7 of the West Virginia Pesticide Control Act. - Compliance with background check requirements for installation access as mandated by DOD regulations. - Adherence to security standards using NCIC-III and Terrorist Screening Database protocols.
