Background The National Park Service (NPS) is issuing this solicitation for the Grand Canyon National Park (GRCA) to procure services for backflow prevention assemblies inspection, testing, and maintenance. The goal of this contract is to ensure the safety and compliance of water systems within the park, adhering to applicable federal and state regulations. Work Details The contractor shall conduct annual inspections and testing of backflow prevention assemblies at various locations within GRCA. Tasks include: - Conducting testing on all designated backflow prevention assemblies, recording results (pass/fail determination), and identifying deficiencies. - If deficiencies are found, providing optional repair or replacement services under the same contract upon approval from the Contracting Officer (CO) via a contract modification with a Not-To-Exceed amount. - Ensuring all work complies with OSHA safety standards and applicable national, federal, state, and local codes. - Submitting individual reports for each backflow inspected along with two pictures of each assembly inspected, in PDF format. - Tagging all passing assemblies with a testing tag that includes device serial number, date of test, tester certification number, company name and contact information. Period of Performance The period of performance for this contract is from July 1, 2026 to January 30, 2027. Place of Performance The work will be performed throughout Grand Canyon National Park including South Rim (accessible year-round), North Rim (closed to the public from December 1 to May 15), and Inner Canyon locations (accessible via foot or helicopter). Bidder Requirements Bidders must be registered as a small business with an active status at the time of quote submission and throughout the contract performance. They must also obtain a Unique Entity Identifier (UEI). Additionally, bidders must provide proof of all required licenses and certifications for conducting backflow inspections and repairs. Incumbent Analysis (see Incumbents section for more detail) The solicitation for GRCA backflow prevention assemblies inspection, testing, and maintenance shows a confirmed incumbent with closely related prior awards to Fire And Safety Team. Fire And Safety Team was awarded GRCA 2024 BACKFLOW TESTING (140P1524P0078) valued at $165,580 for 07/24/24–08/22/25 and GRCA 2025 BACKFLOW TESTING (140P1525P0099) valued at $29,997 for 07/11/25–02/27/26. The prior work appears to be a continuation of the same annual backflow testing program, with similar inspection/testing activities and reporting/tagging requirements across the park.
