Background

The Rhode Island Executive Office of Housing (EOH) is seeking a qualified vendor to lead a comprehensive, statewide, stakeholder-driven process to develop a Strategic Plan to End Homelessness. This plan will be submitted to the Rhode Island General Assembly and must align with state statutory responsibilities and federal strategic guidance, including measurable implementation steps and reporting commitments.

Work Details

The vendor will be responsible for organizing, drafting, and delivering the Strategic Plan to End Homelessness. The plan must include stakeholder engagement, alignment with state and federal guidelines, measurable implementation steps, and reporting commitments. The vendor is expected to facilitate discussions with stakeholders across various sectors to gather input and ensure that the plan addresses the needs of the homeless population effectively.

Period of Performance

The contract period will begin approximately on July 15, 2026, for roughly 6 months. Contracts may be renewed for up to one additional 12-month period based on vendor performance and availability of funds.

Place of Performance

The services will be performed in the State of Rhode Island.

Bidder Requirements

Vendors must register in Ocean State Procures™ to submit proposals. The solicitation encourages participation from Minority/Women-owned Business Enterprises (M/WBE) and requires vendors to submit an ISBE participation rate as part of their proposal. Vendors must also comply with insurance requirements including liability insurance, workers' compensation, automobile liability, and professional liability insurance.
