Background

The State of South Carolina is issuing this Invitation for Bid (IFB) for the STC JOC - Greenville SC Roofing Only project. This contract is part of a Job Order Contracting (JOC) program aimed at facilitating small to medium-sized repair and rehabilitation work, replacement in kind projects, and minor new construction for the Greenville County School District. The goal is to establish a contract with qualified vendors who can provide roofing services under this program, allowing for ongoing projects at various locations within the jurisdiction of the agency.

Work Details

The contractor will provide roofing services as part of an indefinite quantity construction contract. The scope includes: 1) Performing roofing repairs and replacements as specified in individual job orders; 2) Attending Joint Scope Meetings to discuss project details; 3) Submitting Job Order Proposals that include price proposals, construction schedules, and lists of proposed subcontractors; 4) Completing work within specified timeframes as outlined in each Job Order; 5) Adhering to safety and quality standards as defined by the agency; 6) Managing any change orders that may arise during the execution of the work. The maximum total potential dollar amount to be awarded under this contract is $6,000,000 with individual job orders not exceeding $750,000.

Period of Performance

The estimated start date for this contract is July 11, 2026, with an estimated end date of April 7, 2028. The initial term of the contract is approximately 8 months and 9 days, with an option for one additional year.

Place of Performance

The work will be performed within the Greenville County School District in South Carolina.

Bidder Requirements

Bidders must be prequalified vendors listed as eligible following a previous RFQ process. They must comply with all applicable laws and regulations regarding construction work in South Carolina. Additionally, bidders are required to maintain appropriate insurance coverage including general liability, auto liability, and workers' compensation insurance.
