Norwottuck Rail Trail Improvements

Background

The Department of Conservation and Recreation (DCR) of the Commonwealth of Massachusetts is issuing this Request for Proposals (RFP) to procure a vendor for the Norwottuck Rail Trail Improvements project. The DCR's mission includes maintaining and enhancing public access to recreational areas. This contract aims to address structural and drainage issues along the Norwottuck Rail Trail, which has been a significant recreational asset since its opening in 1993. The trail requires further maintenance due to beaver activity affecting wetland areas, necessitating a redesign and repair of various segments.

Work Details

The vendor will be responsible for preparing 100% construction plans, specifications, and estimates; obtaining necessary permits; and providing bidding and construction phase services for the repair of segments of the Norwottuck Rail Trail. Specific tasks include: 1. Assessing the condition of the trail and identifying areas needing repair, including drainage improvements, root intrusion corrections, and addressing structural issues caused by beaver activity. 2. Designing an alternative trail sub-structure where needed. 3. Preparing engineering plans and acquiring permits for construction solutions by January 31, 2027. 4. Conducting a conditions assessment of the entire trail length. 5. Identifying gaps in signage and wayfinding, along with developing a prioritized maintenance plan based on findings from the conditions assessment.

Period of Performance

The anticipated completion date for the project is June 30, 2028, with an early action item for completion of work at Station Rd by January 31, 2027.

Place of Performance

The work will take place along the Norwottuck Rail Trail located in Northampton, Hadley, Amherst, and Belchertown in Massachusetts.

Bidder Requirements

Bidders must demonstrate understanding of project goals, qualifications of their consultant team, relevant experience on similar projects, feasibility of proposed schedules, quality of proposals submitted, references from past clients, and cost estimates. All deliverables must meet accessibility standards set forth within Executive Order 614 and ADA Title II.
