Summary: Background The 31st Contracting Squadron (31 CONS) at Aviano Air Base, Italy, is establishing the Engineering Assistance and General Labor Enablement (EAGLE) program through a Construction Basic Ordering Agreement (BOA). The goal of this BOA is to execute a broad range of maintenance, repair, alteration, and minor construction projects at Aviano Air Base and its Geographically Separated Units (e.g., Ghedi). This agreement allows contractors to be considered for Task Order (TO) awards without resulting in an immediate contract. Work Details The BOA will cover various construction tasks including: - demolition - site work - concrete work - masonry - electrical installations - mechanical (HVAC) services - plumbing - painting - flooring - landscaping - general contracting work. Individual Task Orders issued under this agreement will not exceed $350,000.00 USD (~299,000.00 EURO). All work must be performed directly at Aviano Air Base and its associated Geographically Separated Units. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Aviano Air Base and its Geographically Separated Units in Italy. Bidder Requirements To qualify as a BOA holder, interested contractors must submit a brief statement of interest on company letterhead along with a company capability statement detailing experience with the specified trades. Special attention must be paid to base access and security requirements necessary to operate on Aviano AB. Contractors are required to furnish any necessary performance and payment bonds. Incumbent Analysis (see Incumbents section for more detail) This opportunity for an Aviano Air Base Construction BOA appears to have a closely related prior incumbent presence based on prior awards FA568220D0002 and FA568220D0003, both awarded in the same general timeframe (09/11/20–04/15/26) and tied to the same CEN-MACC SOW and ASHE 18-1025 technical specifications for a “seed project.” The listed scope for the BOA—maintenance, repair, alteration, and minor construction across trades such as demolition/site work, concrete/masonry, electrical, HVAC/mechanical, plumbing, painting, flooring, landscaping, and general contracting—matches the type of work typically executed under those continuing base construction enablement efforts.
