The Government is issuing this RFI to understand Contractor/Entity capability, market availability, technical characteristics, cost, and functionality of analytical services capable of satisfying the technical, functional, operational, and capabilities.

Background The Air Force Life Cycle Management Center (AFLCMC) Aerial Networks Division, Tactical Datalinks and Gateways Branch (AFLCMC/C3N) is seeking to conduct a comprehensive Business Case Analysis (BCA) to optimize flexibility and affordability for future waveform pursuits on tactical radios. The current landscape is challenged by multiple waveforms leading to supportability issues, supply chain complications, and a lack of interoperability across platforms within the Department of War (DoW). The analysis aims to address vendor lock-in, NSA cryptographic certification constraints, and the need for hardware modularity and common architecture standards. Work Details The contractor will perform the following tasks: 1. Historical Case Studies: Solicit and evaluate past DoW/AF programs related to radios and waveforms to assess development models and their impacts. 2. Model Comparison: Compare historical programs that developed radios based on government-funded porting versus vendor-funded porting with licensing. 3. Attribute Evaluation: Evaluate cost, schedule, and speed-to-field implications of each option. 4. Sensitivity-Based Modeling: Develop a model outlining pros and cons of options in specific operational situations considering radio deployment quantities and expected software updates. 5. Final Recommendation: Recommend which model optimizes DoW flexibility and affordability based on data analysis. 6. AI/ML Integration Impact: Evaluate how proposed business models accommodate rapid integration of AI/ML capabilities without increasing vendor lock-in. 7. Alignment with New Program Review Guidance: Demonstrate how the recommended model aligns with FY28-32 Program Review processes requiring resource-neutral Change Proposals. Bidder Requirements Respondents must demonstrate access to historical DoW/AF program execution data regarding waveform development, experience evaluating government-funded versus vendor-funded porting models, domain expertise in NSA cryptographic certification timelines, capability to process Controlled Unclassified Information (CUI), ability to build sensitivity-based cost models, expertise in the DoW PPBE process for FY28-32 Program Review guidance, and capability to evaluate AI/ML integration impacts.
