Government is issuing this RFI to understand Contractor/Entity capability, market availability, technical characteristics, cost, and functionality of analytical services capable of satisfying the technical, functional, operational, and capabilities.
Background The Government is issuing this Request for Information (RFI) to gather insights on Contractor/Entity capabilities, market availability, technical characteristics, cost, and functionality of analytical services. The goal is to evaluate current policies and support future capabilities related to waveform governance. Work Details The selected partner will execute a Department of War (DoW)-wide study with the following objectives: 1. Historical Case Studies: Solicit and evaluate past DoW/AF program case studies to assess governance structures and their impact on program execution. 2. Governance Evaluation: Analyze existing models against current policy (including DoDI 4630.09), focusing on statutory/regulatory authorities, Executive Agent vs Lead Service frameworks, System Program Office roles, and Air Combat Command responsibilities. 3. AI/ML Integration & Governance: Assess how governance structures support rapid fielding and updates of AI/ML algorithms in cognitive radios and MFPs, ensuring alignment with the 2026 DoW and DAF AI Strategies. 4. Model Recommendation: Propose an optimal governance model for waveforms, radios, MFPs, and aerial network development capabilities, detailing pros, cons, and alternatives explored. 5. Lifecycle Controls & POMing: Identify points in the development cycle for implementing controls to ensure future Program Objective Memorandum submissions comply with the May 1, 2026 CAPE Memorandum while surviving scrutiny without delays. 6. Streamlining: Recommend preventive measures to maximize performance at an affordable price while ensuring quick approval timelines. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Entities must submit capability statements in White Paper format outlining their methodology for meeting the analytical requirements outlined above. A Rough Order of Magnitude (ROM) cost and timeline for executing the trade study is also required.
