Background The Indian Health Service (IHS) is issuing this Request for Proposal (RFP) to provide Pain Neuroscience Education (PNE) specifically tailored for the Bemidji Area. The IHS aims to enhance the understanding of pain among American Indian and Alaska Native (AI/AN) populations, focusing on culturally responsive education that aligns with their health needs and historical context. The goal of this contract is to develop a comprehensive, evidence-based training program that empowers AI/AN youth and adults to manage pain effectively while reducing reliance on high-risk treatments such as opioids. Work Details The contractor will be responsible for developing a scalable change package that includes both provider and patient training materials across various media formats. Key tasks include: 1) Creating a self-paced curriculum learning module for providers and paraprofessionals that meets CME/CEU requirements; 2) Implementing a Train-the-Trainer model with facilitator guides adaptable for group settings targeting AI/AN youth and adolescents; 3) Producing participant workbooks and handouts that are culturally adapted and literacy-appropriate; 4) Developing 1-2 prerecorded sessions (videos or on-demand modules); 5) Providing slides, videos, or LMS access as necessary. The curriculum must cover core components such as knowledge about pain mechanisms, skills for managing pain, cultural safety, and relevance. Additionally, community engagement is crucial; the contractor must engage advisory groups to co-design content, conduct listening sessions to identify local pain experiences, and translate key concepts into relatable language.
