Background The U.S. Department of Agriculture (USDA), Office of Homeland Security (OHS), Radiation Safety Division (RSD) is conducting market research to identify qualified firms capable of providing Personal Dosimetry Services. The USDA's Radiation Safety Division requires contractor support to supply, process, and manage personnel and area radiation dosimeters for approximately 100 USDA locations, both CONUS and OCONUS, with an estimated issuance of 300–600 dosimeters monthly or quarterly. Work Details The contractor will be responsible for the following tasks: - Provide NVLAP-approved whole-body or extremity dosimeters using OSL or alternate technology approved by USDA. - Ensure monthly or quarterly shipments with prepaid return labels while maintaining full historical dose data. - Offer a secure, 24/7 online portal for account and dosimeter data management that can export data in Excel, CSV, and PDF formats. - Deliver NRC-compliant dose reports within 30 days of receiving returned dosimeters. - Provide dosimeters suitable for varied radiation environments. - Track, read, analyze, and report exposure data while maintaining legally compliant lifetime exposure records. - Supply 300–600 dosimeters per cycle across approximately 100 USDA sites. - Provide timely replacement and shipping support. - Track shipments. - Maintain data confidentiality and comply with NRC and federal requirements. - Provide technical support to Government radiation safety personnel. - Demonstrate compliance with NRC/Agreement State regulations and cybersecurity standards for data transmission and storage. - Maintain NVLAP accreditation. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance The services will be performed at approximately 100 USDA locations both within the continental United States (CONUS) and outside the continental United States (OCONUS). Bidder Requirements Bidders must demonstrate experience in providing personal dosimetry services, including scalability for processing 300–600 dosimeters across multiple sites. They must also show compliance with NRC/Agreement State regulations, maintain NVLAP accreditation, and demonstrate cybersecurity compliance for the handling of exposure data.
