THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation FAR Part 10 as part of market research. This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. There is no solicitation package available at this time. All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Capability Statements and other information received in response to this RFI will likely be used to make an small business set aside award. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Background The Aberdeen Test Center (ATC) is part of the U.S. Army and is responsible for conducting testing and evaluation of military systems. The goal of this contract is to provide welding, machining, painting, and fabrication services to support specific programs at the ATC. This Request for Information (RFI) is part of market research to gather capabilities from interested parties, with an emphasis on small business participation. Work Details The contractor will be responsible for providing welding, machining, painting, and fabrication services as outlined in the Performance Work Statement (PWS). Key tasks include: 1. Performing direct support tasks charged to customer work orders via cost transfer. 2. Purchasing items directly used for contract work under Other Direct Costs (ODC). 3. Ensuring all documents and materials produced under this contract are government-owned with unlimited rights retained by the government. 4. Maintaining confidentiality regarding proprietary data accessed during contract performance. 5. Developing procedures for phasing in contractor performance and establishing a plan for orderly phase-out at contract termination. 6. Complying with safety standards and ensuring quality control measures are in place throughout the duration of the contract. Period of Performance The period of performance includes a phase-in period of 45 calendar days after contract award and a phase-out period of up to 45 calendar days immediately prior to the end of the contract. Place of Performance The services will be performed at Aberdeen Proving Ground, Maryland.
