Online Auction Services

Background

Pulaski County is seeking proposals for Online Auction Services to liquidate and dispose of Government Surplus Property through a full-service online auction platform. The goal of this contract is to establish a reliable and efficient method for managing surplus assets, ensuring that the process aligns with the County's operational needs and legal requirements.

Work Details

The Vendor shall provide comprehensive Online Auction Services, which include: 1. Tagging and photographing County assets and lot numbers for auction. 2. Uploading photographs, videos, and relevant media of assets to the online auction platform. 3. Maintaining accurate descriptions and asset information on the platform. 4. Coordinating with the County to establish auction dates and times. 5. Setting minimum opening bid amounts with County approval. 6. Configuring bid increment requirements. 7. Managing reserve prices with County approval. 8. Restricting or suspending defaulting bidders from participating in auctions. 9. Processing requests for credits or fee adjustments for unpaid winning bids. 10. Holding assets for future auctions as directed by the County. 11. Providing processes for withdrawing and relisting assets from auctions, including notifying registered bidders of changes. 12. Scheduling asset inspections for prospective bidders. 13. Facilitating payment collection and processing related transactions. 14. Scheduling asset pickup appointments with successful bidders and overseeing asset release. 15. Providing customer service support during business hours, Monday through Friday, including marketing efforts to maximize bidder participation at least eight days prior to each auction.

Period of Performance

The contract is expected to commence no later than a date agreed upon by Pulaski County and the selected vendor, continuing for three years with an option for one additional three-year renewal.

Place of Performance

Services will be performed in Pulaski County, Arkansas.

Bidder Requirements

Bidders must comply with all applicable federal, state, and local laws, including non-discrimination provisions under Title VI of the Civil Rights Act of 1964 and Pulaski County Ordinance prohibiting discrimination based on various factors such as race, color, national origin, age, sex, disability, etc.
