Parkway/I-280 TIF District Extension and South RI Port District TIF

Background

The City of Rock Island, Illinois is seeking proposals from qualified consultants to assist with the extension of the Parkway/I-280 Tax Increment Financing (TIF) District and the creation of a South Rock Island Port District TIF. The City aims to revitalize its economy, which has suffered from a declining population and loss of major employers over the past fifty years. Established in 2004, the Parkway/I-280 TIF District is set to expire in November 2027 and has supported various public infrastructure projects. The City is exploring options for future redevelopment opportunities, including residential growth areas identified in its Strategic Housing Plan.

Work Details

The selected consultant will assist with: 1. Determining final boundaries for both TIF districts. 2. Evaluating eligibility for the proposed districts and adjusting boundaries as necessary. 3. Conducting necessary studies and preparing redevelopment plans and documentation required for implementation under the Illinois Tax Increment Allocation Redevelopment Act. 4. Coordinating public engagement activities, including meetings with overlapping taxing bodies, Joint Review Board meetings, public hearings, and City Council meetings. 5. Providing materials and technical support for the TIF extension process, ensuring active participation in coordination efforts with taxing bodies.

Period of Performance

The project timeline aims to establish the South Rock Island Port District TIF by the end of 2026 and prepare materials for consideration of the TIF extension by the Illinois General Assembly in 2027.

Place of Performance

The contract will be performed within Rock Island, Illinois, specifically focusing on areas within the existing Parkway/I-280 TIF District and additional industrial and residential areas identified for redevelopment.

Bidder Requirements

Respondents must demonstrate experience with Illinois TIF district extensions and legislative approval processes. Firms should highlight previous work involving TIF district creation, amendments, extensions, and coordination with multiple taxing bodies. Personnel qualifications must be included with resumes.
