Summary: Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the decommissioning of the Delta Creek Dam located at the Seney National Wildlife Refuge in Michigan. The goal of this contract is to safely remove existing structures and restore the natural environment, aligning with the agency's mission to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. Work Details The contractor will be responsible for a variety of construction tasks including: 1) Mobilization and Demobilization; 2) Site Work and Dewatering; 3) Removal of Existing Water Control Features; 4) Removal of a Section of Earthen Dam; 5) Road Crossing Dam Breach (optional); 6) Replacement of Downstream Culverts (optional); 7) Testing Agency services. The contractor must furnish all labor, materials, equipment, and supervision required as per the specifications outlined in the Project Manual (93 pages), Drawings (17 pages), and Wage Rate Determinations (7 pages). Period of Performance The contract performance period is from July 29, 2026, to January 25, 2027. Place of Performance Seney National Wildlife Refuge, 1674 Refuge Entrance Road, Seney, MI 49883-9509. Bidder Requirements Bidders must meet specific requirements including: Small Business Set Aside - Total (SBA), provide performance and payment bonds within 10 calendar days after award, possess necessary contractor licenses relevant to construction tasks, and submit a completed Standard Form 1442 along with all required documentation as per the checklist provided in Section L. Additionally, bidders must demonstrate past performance in similar projects. The prior work involved Phase 2/3 services—design and construction document development, including permitting/procurement support—for decommissioning a low hazard dam at the Seney National Wildlife Refuge.
