Summary: Background The Department of Homeland Security (DHS), specifically Customs and Border Protection (CBP), is seeking contractor services under an 8(a) set-aside to perform maintenance, repair, and improvement services for tactical infrastructure (TI) assets in the Tucson Sector, Arizona. The goal of this contract is to ensure the effective utilization and enhancement of TI assets critical to CBP's mission. Work Details The contractor will be responsible for maintenance tasks including: - Preservation of TI assets or equipment to ensure they are effectively utilized for their designated purpose. - Restoration of existing assets to their pre-existing condition for effective utilization. - Enhancement of mission capabilities through additions, expansions, or adaptations confined to the existing TI footprint. - Scheduled and unscheduled maintenance services are required, with unscheduled work exceeding $750,000 not executed under this contract. The contract includes two execution tiers: Scheduled Maintenance and Unscheduled Maintenance. Period of Performance The contract has a base ordering period of 12 months with up to four additional 12-month option periods. Place of Performance Tucson Sector, Arizona. Bidder Requirements Bidders must meet the following requirements: - Must be eligible under the 8(a) set-aside status. - Required to have appropriate contractor or trade licenses. - Must provide bid/payment/performance bonds as specified. - Contractors must demonstrate relevant experience in similar projects within the last eight years and provide documentation on past performance. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, as Tactical Infrastructure Maintenance Solutions holds CBP’s Tucson Sector tactical infrastructure maintenance and repair contract (70B01C21D00000023) valued at $58,738,440 for 07/19/21–08/15/26, with additional funded task orders/options including $20,399,622 for unscheduled maintenance and $3,208,641 for scheduled maintenance during 08/16/24–08/15/26. The prior work description closely matches the current scope—maintenance, repair, and improvement of Tucson TI assets across roads and bridges; fence and gates (including concertina wire); vegetation control; debris removal; border lighting/electrical; drainage/grate systems; and tunnel remediation—indicating the new effort is likely a continuation of the same Tucson TI maintenance program with scheduled and unscheduled execution tiers.
