Summary: Background The project titled 'Construct Egress Maintenance Facility, F-22' is being issued by the USPFO for Hawaii. The purpose of this contract is to construct a new facility at Joint Base Pearl Harbor-Hickam (JBPHH), HI, to support the mission of the Hawaii Air National Guard (HIANG). This synopsis aims to gather information on potential sources, particularly small business contractors, for planning purposes. Work Details The construction work includes the following tasks: 1) Building a new 3,201 square foot Egress Maintenance facility using conventional design and construction methods. 2) Ensuring compliance with DoD Unified Facilities Criteria (UFC) for general building requirements and sustainable building standards. 3) Implementing specialized foundations, including a micro-pile foundation system and increased elevation to meet tsunami and flooding requirements. 4) Installing anti-explosive electrical components and comprehensive lightning and grounding protection for safety. 5) Developing site improvements such as asphalt pavements for access, concrete pads for Aerospace Ground Equipment (AGE), and a Gas Oxygen (GOX) canopy shelter pad with necessary connections. 6) Providing utility infrastructure hookups including water, sanitary sewer, storm sewer, telecommunications, and electrical connections. All work must adhere to government-supplied drawings and specifications. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The construction projects will be performed at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. Bidder Requirements Bidders must meet several requirements: 1) Small Business Set Aside - Total (SBA). 2) Contractors must demonstrate technical capability in construction within an island environment or remote locations with logistic concerns. 3) Experience with specialized HVAC systems (150 Tons air conditioning), micro-pile foundation systems, concrete airfield pavements, and facility electrical/grounding systems is required. 4) Bonding capability must be confirmed for individual projects. 5) Contractors must coordinate with HIANG and comply with environmental regulations regarding hazardous materials. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity at JBPHH supporting F-22/HIANG facilities, including Pacific Federal Contractors under W912J620C0001 ($22,597,772, 04/22/20–04/30/26) for construction of an F-22 composite repair facility bay addition and related site/utilities and fire suppression work. It also aligns with Pacific Federal Solutions’ closely related construction services under W50SLF24C0002 ($17,839,069, 10/01/24–06/13/26), which included F-22 light low observational corrosion control facility repairs and upgrades such as lightning protection and integration of electrical/HVAC/fire suppression systems. The current scope’s focus on constructing an F-22 egress maintenance facility with specialized foundations (micro-piles/elevation), AT/FP-compliant design, anti-explosive electrical components, lightning/grounding protection, and utility tie-ins appears to be a continuation of the same base mission support and facility systems integration work.
