Summary (Newest Update)

Background The G.V. Sonny Montgomery VA Medical Center is seeking to provide essential healthcare services to Veterans in a private hospital, office, or clinic environment. The primary objective is to serve Veterans residing in Lowndes, Monroe, Oktibbeha, Clay, and Noxubee Counties in Mississippi. This initiative aims to enhance access to both medical and mental health care for the Veteran population. Work Details The contractor will operate a Primary Care Community Based Outpatient Clinic (CBOC) that offers comprehensive medical and mental health services. The scope includes: 1. Providing primary care services to Veterans; 2. Offering mental health services onsite by VA staff or through Telehealth; 3. Potentially providing support services such as pharmacy, laboratory, and x-ray facilities. Period of Performance The contract will span a total of 5 years, consisting of a base year plus four one-year options, with the tentative start date for service being April 1, 2027. Place of Performance Services will be performed within the city limits of Columbus, Lowndes County, MS at the G.V. Sonny Montgomery VA Medical Center located at 1500 East Woodrow Wilson Ave, Jackson MS 39216. Bidder Requirements Interested bidders must demonstrate capability to meet the requirements outlined in the solicitation. This includes providing company background information, evidence of relevant experience (including nurse resumes and facility accreditations), and details regarding business size and socioeconomic status. Additionally, bidders should indicate their interest in responding to any future solicitation. Incumbent Analysis (see Incumbents section for more detail) The Columbus CBOC services requirement appears to have a confirmed incumbent, with Crassociates holding contract 36C25622D0031 (IDC base award from 04/01/2022–03/31/2023 with options) and related option-year funding awards for the Columbus CBOC through 09/30/2026 (e.g., $12,444,525 for the base/initial period and additional option-year awards of $2,519,496 and $2,729,142). The prior work is described as providing primary care and mental health services for eligible Veterans in Lowndes County via a Columbus CBOC in support of the G.V. (Sonny) Montgomery VAMC, which aligns closely with the current scope requiring a Primary Care CBOC delivering both medical and mental health care at the same general site/location.
