Background

The City of New Orleans, through the New Orleans Aviation Board (NOAB), is issuing this Request for Information (RFI) to gather insights from qualified firms and technology providers with experience in developing, managing, and maintaining in-terminal mobile ordering, pickup, and delivery services. The initiative aims to enhance passenger experiences at Louis Armstrong New Orleans International Airport (MSY) by allowing customers to order food, beverages, and retail items from participating concessionaires for pickup or delivery within the terminal. The program seeks to improve convenience for passengers and support sales growth for concession operators.

Work Details

The RFI is focused on understanding market solutions for an in-terminal mobile ordering program that integrates with existing concession operators. Key areas of interest include: - Technology platforms that enable mobile ordering from multiple concessionaires through a single interface. - Integration options with current point-of-sale systems, menu management, inventory control, loyalty programs, and payment systems. - Operational models for in-terminal pickup and delivery services including staffing, badging, handoff procedures, dispatching, and service standards. - Turnkey or hybrid operational structures detailing roles of the Airport, concessionaires, technology providers, and delivery operators. - Strategies for maintaining food quality and order accuracy during pickup and delivery. - Revenue models that minimize costs for concessionaires while providing value to passengers. - Implementation strategies including phased rollouts and ongoing support. - Compliance with TSA regulations and local laws.

Period of Performance

Responses are due by June 29th, 2026. The timeline for implementation will be determined based on the responses received.

Place of Performance

Services will be performed at Louis Armstrong New Orleans International Airport (MSY), specifically within designated passenger-accessible areas of the terminal.

Bidder Requirements

Participation by concessionaires in any future mobile ordering program will be voluntary unless otherwise specified by the Airport. The RFI encourages participation from local businesses including small, minority-owned firms and disadvantaged business entities.
