Background

The Oregon Health Authority (OHA) is issuing this Request for Proposals (RFP) to support the ongoing maintenance, enhancement, and operational stability of the Oregon Public Health Epidemiology User System (Orpheus). Orpheus is a critical statewide disease surveillance system utilized by nearly 400 public health professionals across state, local, and Tribal agencies for the investigation and reporting of reportable diseases. The system operates continuously and is essential for monitoring and responding to public health threats. This RFP aims to secure a contractor capable of ensuring 24/7 availability and supporting the evolving needs of public health data management.

Work Details

The contractor will provide services including: 1) Administrative and Project Support Services such as project management and documentation; 2) Standard Maintenance and Enhancement Services including software maintenance, version upgrades, and performance tuning; 3) Break/Fix and Defect Correction Services for troubleshooting system defects; 4) Modernization and Scalability Support to improve system capabilities; 5) Contingency and Rapid Response Development for urgent operational needs; 6) Continuity of Operations and Resilience Planning to ensure operational stability during disruptions. The contractor must also provide specialized technical expertise in maintaining complex relational database applications, particularly with the FileMaker platform.

Period of Performance

The initial term of the contract is anticipated to be two years, with options to renew for up to a cumulative maximum of four years.

Place of Performance

The services will be performed in Oregon, specifically within the secure Enterprise Technology Services environment managed by the State of Oregon.

Bidder Requirements

Proposers must be duly licensed to conduct business in Oregon. Key personnel must include at least one FileMaker Certified Developer with significant experience in developing complex systems. Proposers must demonstrate three years of experience providing similar services, maintain a satisfactory record of integrity, and comply with all security requirements related to handling sensitive public health data.
